Puerto Rico’s election for governer contested

BOSTON, MA —The hotly contested Puerto Rico election for governor has entered the 1st U.S. Circuit Court of Appeals in Boston to decide whether the Puerto Rican Supreme Court or a U.S. District Judge has jurisdiction over the contested ballots.

The 1st U.S. Circuit Court of Appeals has jurisdiction over Puerto Rico. The election has been contested since November.

The ballot for governor allows Puerto Ricans to vote for a governor of their political party and any one person. The largest instance of this occurred when members of the Independence Party voted for their candidate (who trailed a distant third) and for Aníbal Acevedo Vilá of the Popular Democratic Party. Opposition mainly from the New Progressive Party argues that the intent of the voter is not clear on these “mixed ballots.” The Popular Democratic Party points out that such mixed ballots have been accepted in the past.

Pedro Rosselló, former governor from the New Progressive Party, is up for re-election.

The Puerto Rican Supreme Court ruled the ballots valid, a decision that was overturned by a U.S. Federal Judge Daniel Domínguez, who ordered ballots be counted but not confirmed until their validity can be decided. The election is a close one, and the validity of the contested ballots will determine the winner.

Time pressure increases with each day, since the inauguration is scheduled for Jan. 2, 2005.

The Independence Party favours Puerto Rico becoming an independent nation, and is a small third party. The Popular Democratic Party currently is the ruling party and favours Puerto Rico to remain a commonwealth. The New Progressive Party favours Puerto Rico becoming the 51st state.

Wikinews interviews evicted London Metropolitan University occupier

A group of students at London Metropolitan University (LMU) who had been occupying the graduate centre at their university since the afternoon of Wednesday May 4 were evicted just before midnight on Monday by police, university security and private bailiffs.

Wikinews, in contact with the occupiers, obtained a first-hand interview with one of the occupiers less than two hours after the occupation ended. The students staged the occupation in protest against cutbacks to courses at the university which, if enacted, would close 70% of the courses the university offers.

John Hughes, 35, a mature student born in the North London borough of Hackney and living in Brixton, was one of over twenty students who were sleeping overnight in the university building. A second-year student in sociology and international development, one of the courses at risk, Hughes described the police intervention at around 11:40pm:

As I came in the area we were occupying they came straight in the door…There was no warning. […] We were served the injunction on the spot by two county court sheriffs, four police officers, ten bailiffs and one member of London Met security. We said, ‘we need time to read this’. We were given ten minutes to read it and take our stuff.

The occupiers have not had access to legal advice, although they have had “a bit of advice from some people who are not actually lawyers”. The occupiers complain they were given no notice of the injunction and that it is inaccurate, naming at least one person “who hadn’t committed trespass at all”.

The eviction also pre-empts an agreement, negotiated by London Metropolitan University Students’ Union president Claire Locke, for LMU vice-chancellor Malcolm Gillies to meet with the occupation on Tuesday morning. The occupiers feel certain now that Gillies’ office made this agreement with the Students’ Union and occupiers in bad faith, knowing that an injunction evicting the occupation would be served before then.

The injunction follows a night after the occupation was itself invaded by members of a private security firm hired by the university management. In the early hours of Monday morning, occupiers say security staff kicked open the doors and entered an area where people were sleeping. Security personnel say an alarm was going off in the area; occupiers say there was no such alarm. Private security have also been sexually harassing and verbally intimidating the occupiers, Hughes alleges. “One of the members of the security team said through the doors to a young lady, ‘you should put up a picture of yourself, something that’s more sexy’ and ‘I’m quite a big bloke, and if I wanted to come into the occupation I would. Two young ladies are not going to stop me.'” Occupiers have also heard some racist comments from private security; the occupiers themselves are “a very mixed group” of all ages and ethnicities, “some from London, some from outside London, working class and some middle class.”

If the occupation had not been evicted, Hughes says they could have held out. “We had water, food and drinks for a while. I’m not sure for how long.” Students at Aberystwyth University in Wales occupied two rooms at their university for over a month earlier this year.

Former IOC President Samaranch dies at 89

Juan Antonio Samaranch, former head of the International Olympic Committee (IOC), has died in Barcelona at the age of 89.

A former diplomat and Spanish ambassador in Moscow elected to the IOC in 1980, Samaranch was largely credited with the renewal of the Olympic movement over two decades marked by boycotts, bribery and drug scandals. While appearing to be small in stature and uncomfortable speaking in public, he was viewed as an often ruthless operator who could forge consensus within an often fractious Olympic movement and bring IOC members to deliver what he wanted.

Samaranch was admitted to hospital on Sunday with heart trouble and died at approximately 11:25 UTC, marking one of a number of occasions he has fallen ill. Even in retirement, with advancing age and medical issues, Samaranch continued to travel and be active in Olympic circles, working to try and secure both the 2012 Olympics and 2016 Olympics for Madrid as well as attending various sport conferences.

“I cannot find the words to express the distress of the Olympic Family,” current IOC president Jacques Rogge was quoted as saying, also making mention of the personal inspiration he drew from Samaranch.

During his time in office, Samaranch worked to help increase the number of participating countries at the Olympics, oversaw the creation of the Court of Arbitration for Sport (CAS) and the creation of the IOC Athletes Commission.

Prior to his election to the role of IOC president in 1980, he had a long background in sports, having held roles with the Spanish Skating Federation, Spanish National Olympic Committee and as Chef de Mission at the games in Cortina d’Ampezzo, Rome and Tokyo.

Shuttle launch called off due to faulty fuel tank sensor

The U.S. space agency NASA called off the launch of Space shuttle Discovery today after a problem with a fuel sensor in the external tank used to detect fuel exhaustion. According to the agency-run NASA TV, the low-fuel sensor was either malfunctioning or damaged. The launch was already facing the threat of a scrub due to thunderstorms in the area.

The sensor is one of four used to trigger the engine cutout after launch. Although only two are required for normal operation, and the Shuttle can be flown with one, NASA elected to maintain full redundancy. Should more of the sensors fail, the engine might burn out due to lack of fuel, a situation that has not been tested.

The problem was detected during a simulation of an empty tank. When placed in a mode simulating an empty tank, three of the sensors correctly registered that the tank was empty, while the faulty sensor stayed in the “full” state. NASA is currently unsure whether the problem relates to the sensor, the instrumentation circuits reporting the sensor’s state, or the simulation circuits.

The problem comes after a separate incident yesterday when a cockpit window cover fell from the Orbiter, damaging thermal protection tiles. A similar problem caused the replacement of the fuel tank in June. NASA described the problem as an “intermittent fault”.

The launch, which was scheduled for 3:51 ET (20:51 UTC), would have been the first launch of a shuttle since Columbia‘s February 2003 crash which killed all crew members aboard.

It is still unknown to NASA officials what caused the sensor to become defective. It is also unknown at the moment whether the issue will be fixed on the launch pad, or in the Vehicle Assembly Building – in which it takes close to a full day’s time to transport a shuttle between the two areas.

In the interim, the crew of the shuttle will stay at KSC unless there are further delays, in which case the crew might be transported back to JSC in Houston for refresher training.

‘Big Brother Australia’ evictee recounts youth in controversial religious group

David Tchappat, a popular housemate recently evicted from the television reality program Big Brother Australia, has spoken out critically of his childhood experiences in the controversial religious group “Raven-Taylor-Hales Brethren“, referred to in Australian media as “Exclusive Brethren”. Tchappat was a participant in the edition Big Brother Australia 2008, and was voted off the show on May 25.

Tchappat, 33, a former police officer and presently a firefighter, left the controversial group at age 19. He says he attempted to leave at age 17 but was brought back by members of the group and “interrogated” by group leadership for months. Up until he left he had never eaten in a restaurant, listened to the radio or been to the movie theater. According to Macquarie National News, Tchappat’s former community numbers number approximately 15,000 in Australia. Raven-Taylor-Hales Brethren is a sect of Protestant Christianity and a breakaway group from Exclusive Brethren.

Due to his departure from the group, Tchappat had to break off contact with family members still inside the organization, though at times he speaks with his parents. Members do not vote in elections because they feel it contradicts their belief that God should determine who is in power, but they provide finances to the Liberal Party of Australia. Tchappat’s cousin Andrew left the group a few months after he did.

Look, I don’t like to say it’s a cult, but it basically is. My whole life was controlled.

After getting to know his fellow Big Brother Australia housemates for three weeks, Tchappat recounted some of his experiences in his former religious group. “Look, I don’t like to say it’s a cult, but it basically is. My whole life was controlled. I didn’t have a say in it myself,” he said on one episode. He grew up in the Raven-Taylor-Hales Brethren community in Gosford, New South Wales, and explained: “It’s based on Christian values but it’s very strict. So I had no TV, no radio, no computer, never been to a movie or a restaurant or kissed a girl – you name it, I didn’t do it.”

In an interview Tuesday with former Big Brother Australia runner-up Tim Brunero on Macquarie National News, Tchappat said he is planning on releasing a book about his experiences growing up in the controversial religious group. “I’ve spent the last two years writing it. It just happened that I got into Big Brother in the tail-end of it. Obviously there’s a few more chapters to add, but I’m really pumped, it’s an interesting story,” he said. He plans to title the book Losing my Religion.

He was also interviewed by ninemsn on Tuesday, and said he does not regret discussing his experiences in Raven-Taylor-Hales Brethren on Australian national television. “I’m an example of how you can go out and be successful. I say to people that if you are thinking about leaving, and you’re serious, take a punt and give it a go. You can always go back if you don’t like it.” Former members of the group were inspired by Tchappat’s comments and empathized with his experiences in posts to Big Brother Internet message boards.

Prime Minister of Australia Kevin Rudd criticized the Raven-Taylor-Hales Brethren group in August 2007. At the time he was leader of the Australian Labor Party, and requested that then-Prime Minister John Howard reveal what took place in a private meeting with senior members of the religious group. “I believe this is an extremist cult and sect. I also believe that it breaks up families,” said Rudd to reporters in Adelaide according to The Sydney Morning Herald. He noted that the organization was being investigated by the Australian Federal Police for prior election activities, and wanted to know how much funding had been given by the group to the Liberal Party.

During his election campaign Rudd called on Australian federal agencies including the anti-money laundering agency Australian Transaction Reports and Analysis Centre (AUSTRAC), the Australian Federal Police, the Australian Taxation Office, and the Australian Electoral Commission to investigate the activities of Raven-Taylor-Hales Brethren. In spite of Rudd’s criticism of Raven-Taylor-Hales Brethren, the religious group was guaranteed AUD10 million in taxpayer funding for its school facilities in January 2008. Rudd had promised during his election campaign to maintain education funding levels for non-government schools if he became Prime Minister.

Australia media reported on May 18 that Rudd rejected a request from former members of Raven-Taylor-Hales Brethren to investigate the group. 34 ex-members of the religious group had sent a letter to the Prime Minister’s office asking him to investigate how they were treated in the organization. A spokesman for Rudd said that the ex-members should instead take their request to the police, and that a government investigation would raise religious freedom issues. Rudd’s chief of staff David Epstein said that the Prime Minister “does not resile from the views he expressed last year” and “remains concerned about the reported imposition of doctrines that weaken family bonds”.

Australian Greens spokeswoman Christine Milne told Australia’s ABC News said that the well-being of children still in the group should be of primary concern. “The issue here is not about religious freedom, it is about what this cult is doing to destroy families and effectively to undermine the law,” said Milne.

Ex-member Peter Flinn, who wrote the letter sent to Rudd which was signed by 33 other former members, was disappointed by the Prime Minister’s response. “We just want to highlight other equally fundamental human rights, such as access to family who remain Brethren members, a right callously denied for decades,” he said in a statement in The Sydney Morning Herald. Senator Bob Brown of the Australian Greens party has proposed a government inquiry into the group’s public funding, tax concessions and possible practices that harm children.

Grand National winning horse ‘Comply or Die’ dies, aged 17

Comply or Die, the racehorse who won the 2008 Grand National has died at the age of 17. His death was announced by his former trainer, David Pipe. He died over at the weekend in Gloucestershire, where he had been staying with jockey Timmy Murphy. He was cremated on Monday and his ashes will return to Murphy.

Murphy was the jockey in the saddle when Comply or Die won the 2008 Grand National. Speaking to the Press Association, he spoke about the horse’s death. He said, “He was part of the furniture at home so it’s very sad. He gave me the greatest day of my career, obviously that can never be taken away. He paraded at Cheltenham and Aintree and was getting ready to do some dressage in the summer. I’m not actually sure how he died, to be honest, but it wasn’t nice to come home to. He was cremated on Monday. He was a happy horse and he was also very clever.”

During his racing career he made £798,809 in prize-money after winning a total of eight races.

The 2008 Grand National victory was his greatest achievement and he almost matched it when he came second place in 2009. He retired in 2011 but remained active, often being paraded at race grounds such as Aintree and Cheltenham. He also participated in some hunting activities. Pipe said, “Since his retirement he had been a lead-horse at Timmy Murphy’s establishment before trying his hand at dressage, a discipline in which he had proven very successful”.

Tributes have been paid to Comply or Die on social media by horse racing fans with several tweeting their appreciation and memories.

Medical Health Insurance For Children And Students

In order to deal with a growing problem of children living in the United States without health insurance some 10 years ago Congress passed a plan entitled Title XXI, or the State Children’s Health Insurance Program [SCHIP]. Under this state plan families whose income is insufficient to afford private medical health insurance and too high to apply for Medicaid can receive medical care for their children by paying a maximum of 5% of their gross annual income or, in many cases, by paying nothing at all.

Title XXI lays down minimum standards which must be met by each state, such as the provision of well-baby and well-child physical examinations, immunization programs and emergency services, but states are also given considerably freedom under Title XXI and programs vary from state to state.

It should be noted that this plan is designed to provide cover for children who do not have any form of medical insurance cover and that children who are already covered under a health insurance policy cannot also receive cover under the provisions of this plan.

Where children are not eligible for cover under this state plan and are ineligible for Medicare you will need to consider covering them under a private family plan or on their own individual plan. In this case it will normally, but not always, be cost-effective to provide cover under a family plan although, if you are looking to cover only one child, an individual plan for that child may prove the best option.

In the case of students the majority of colleges and universities operate their own health care clinics for the treatment of routine ailments such as colds, sore throats and minor sports injuries. Nevertheless, you should take out some form of medical health insurance to cover unexpected medical problems including more serious illnesses and surgery.

Wherever possible, you should look to cover children under your own individual or family plan and most plans will cover children even when they are away at school. There may however be some restrictions imposed under these circumstances and you should read through the details of your plan carefully.

Should your children need individual medical health insurance plans to cover them at college, then there are several insurance companies that cater specifically to the needs of students. This is an area which you should research carefully however to ensure your children are getting the cover they need.

Whatever else you do, you should not assume that the government will take responsibility for the care of your children at home and that colleges and universities will do the same once they become students. As parents, the responsibility for providing healthcare for your children falls squarely on your shoulders.
