New Zealand delays emissions trading scheme

Monday, November 17, 2008

New Zealand’s incoming government will delay the implementation of the country’s emissions trading scheme (ETS) pending a full inquiry into climate change.

The decision was revealed in the National Party‘s confidence and supply agreement with the ACT Party. The agreement commits National to a review of climate change policy by a special select committee of Parliament.

The review will include the emissions trading scheme and possible alternatives to it, as well as “hear[ing] competing views on the scientific aspects of climate change” and considering whether responding to climate change is economically worthwhile. Implementation of the ETS would be delayed until the review is complete — a process expected to take at least a year.

The ETS requires companies emitting greenhouse gases to cover their emissions with permits. The legislation was passed on September 10, 2008, and provides for a phased implementation, with forestry entering the scheme immediately, industrial and energy sector emissions entering in 2010, and transport fuels in 2011.

The National Party won a victory over the Labour Party in last week’s elections, and has formed a new government cabinet, led by prime minister-elect John Key.

New Drilling Technology Could Finally Make Cbm Very Economic

Submitted by: James Finch

In a previous interview about coalbed methane (CBM), Sprott Asset Management CBM analyst Eric Nuttall told us he would remain, quite excited about the prospects for companies with coal bed methane assets so long as natural gas prices remain above $6 per Mcf (thousand cubic feet). The economics would be very skinny under $6. That s because CBM exploration and development can get pricey. What if there was a drilling firm regularly bringing gas out of the ground for under $1.50/mcf? There is and they ve proven it with more than 250 wells in Australia. They ve moved into India, where they drilled another 30 to 50 wells and another 70 wells to come. Mitchell has taken acreage in southern Kansas, where the company just finished its first CBM well. And the company formed a joint venture with Pacific Asia China Energy (TSX: PCE) to bring its Dymaxion technology to China later this year.

You don t get to be Australia s largest privately owned drilling company without timing your markets right. The Mitchell family s great timing ability began in 1969, when company founder Peter Mitchell bought his first drilling rig at a repossession sale for $11,500. Parts of Queensland, Australia were in the grips of a drought. Mitchell put his rig to good use as he began drilling water wells for farmers in the surrounding rural counties. Just as the drought had ended, Mitchell caught the boom in coal. His growing company began drilling in the oil shale and coal fields around Moranbah, then a remote part of Queensland. They then caught the drilling boom in mineral resources through the 1980s. By then, the company was drilling oil, gas, uranium and coal reserves throughout Australia. In the 1990s, Mitchell Drilling got the first whiff of Coalbed Methane (CBM) exploration entering Australia. That is when the major U.S. oil companies, such as Amoco, Conoco and others, came to the country searching for new CBM fields.

But, the major U.S. oil companies abandoned CBM in Australia because they soon discovered Australia s shallow coal fields were too expensive for their big oil rigs. The economics just didn t work, Nathan Mitchell told StockInterview. They needed high gas flow, but the fracing technique just didn t give them what they needed. Still they persisted and asked Mitchell Drilling to run his smaller water well rigs. That was the start of it, Mitchell recalled. We made CBM work with the water well rigs from an economics point of view, but they still weren t making enough gas. Still, the economics of the smaller rig made it work to a degree.

Enter the politicians. The Queensland government made a law that said five percent of all coal-fired power stations had to be run by gas, explained Mitchell. That spawned the industry and CBM really took off. Mitchell continued with the vertical rigs, but it was the economics of the smaller rig that made CBM work.

GETTING BLOOD OUT OF A STONE

It was during the CBM boom when Mitchell developed the better mousetrap. Coal miners didn t see the gas resource beneath their feet. They just saw them as coal fields, said Mitchell who knew there was nuisance gas there. There was never even a thought there was enough gas there to make it viable. With natural gas selling for $2/mcf in Australia, the economics didn t make sense. Australian coal seams are found at shallower levels where greater pressures have to be created to liberate gas from the extended horizontal seams. The Australian one-two punch of shallow coal seams and low gas prices drove Mitchell to become innovative.

We d seen in the coal business the underground in-seam drilling of horizontal holes and degasification, Mitchell explained. But, there was usually a lot of water involved and no way to get the water out. Because of the company s decades of experience in drilling water wells, Mitchell combined the vertical well with the horizontal well. Mitchell described the process, The vertical well became the conduit for the coal mine, the gas and the water, and gave us a huge surface area. Suddenly, in areas where there wasn t a resource, we could produce something like a million or up to 2 million a day from these Dymaxion wells.

The technology was put to the test in central Queensland, Australia. An Australian newspaper reported in June 2004, In an industry where tradition plays a strong role, innovative drillers Mitchell Drilling have chalked up the 100th example of their revolutionary Dymaxion surface to in-seam (SIS) methane gas drainage hole for gas producer CH4 Limited at their Moranbah gas project. CH4 s website spoke highly of this gas project, The Moranbah Gas Project will utilise innovative drilling and gas extraction techniques, allowing increased potential gas yields while leaving the coal resource undamaged.

How does this impact the industry? We see this as revolutionary, Mitchell cheerily remarked. It has changed the face of CBM. It works in areas where people didn t think it would work. For example, the Dymaxion drilling works in high permeability with low gas. We can get such high gas from low gas content reservoirs, where people didn t previously think there were reservoirs.

It has worked in Australia, where every penny counts. Our price may cost around $1.25 or $1.10 (US$) per mcf so they are still making reasonable profits at around 50 percent. How will it play outside of Australia? Mitchell shot back, If you can imagine costs at $1.25 and you re selling it for $6/mcf, that s some pretty good bloody profits. Drilling at reasonable profits for $2 gas, Mitchell said, We are keen to take this technology around the world. Even if we were to double our costs, our clients would still be extremely happy.

USING BOTH VERTICAL AND HORIZONTAL WELLS

When discussing the Dymaxion technology with an oil and gas man, his puzzled response was, Did I hear you right? You are using both a vertical and horizontal wells to get the gas? There are the skeptics. Contractors from the larger oil and gas companies came over to have a look, Mitchell said. Some people thought we were sliding by or sort of skimming costs. He explained the procedure, We have to intercept (the vertical) because we actually line up every one of our lateral wells with a slotted liner, a perforated liner. It is stacked into the vertical well, by the arrangement we ve developed, so we know we ve intercepted it.

Mitchell said the key is the ability to flush and know that the finds are coming out. We can have a number of wells lined, going from one point to another, he explained, and we ve got continuity of connection and flow between one well which is 1000 to 2000 meters away and the vertical well. We can flush between both. He gave an example, We can have three horizontals going into one vertical and two of the horizontals can be closed. Number one can be opened and flushed; then number two can be open, flushed and closed. So you have this over the 10 to 20 year life of the well.

How does the SIS hole de-gas a greater area than a regular horizontal? When we put two wells into a chevron pattern, you start to get absorption between the V at the start of the well, Mitchell said, describing the Dymaxion process. Once you get the wells done, in a V with each other, you start to get better flows, a bit more gas and greater increasing gas in a slow decline.

Mitchell s website does admit the old technologies may be suitable for deeper drilling, In the case of very deep deposits, up to 3000 meters underground, a vertical well may be adequate to create sufficient water table pressure to liberate and bring to the surface large quantities of methane gas. Because of the greater surface area draining the underground gas in the coal seams, the same website is quick to point out, SIS drilling also provides valuable exploration data on seam rolls and faults, allowing greater certainty in mine planning and development.

The SIS process begins by using modified, multipurpose mineral drill rigs with specially designed bottom hole assemblies. In the SIS technique, a hole is drilled at 60 to 90 degrees from the surface. It is then steered through a medium radius bend to horizontally enter the target coal seam. The 96 millimeter hole is steered in the seam toward a previously drilled vertical production well. A homing device is lowered down the vertical well to the target seam, which helps the horizontal hole intersect the production well. The vertical well dewaters the seam. Once the hydrostatic head has sufficiently been lowered, gas flows to the surface.

MITCHELL S WORLDWIDE EXPANSION

Developing the Dymaxion technology in the late 1990s, the first test took place in Australia in the year 2000. Now, going on nearly seven years later, the company has drilled more than 250 wells in Australia, another 30 to 50 wells in India with another 70 more to drill, and has moved on to both Kansas and China. Mitchell talked about Kansas, We finished our first well, but we don t really want to be a contractor in the United States. We don t see a lot of benefit to handing over our technology, but we would be interested in doing some sort of equity deal or partnership with clients. He believes that in the right areas, what Mitchell has got is exceptionally good.

So where did Mitchell first make an equity deal? The two big powerhouses of the world for the future are going to be China and India, he noted. Both of them will have energy problems in the future. Mitchell s first equity deal came about with Pacific Asia China Energy. We just astounded them with what was happening in Australia, Mitchell laughed, to see this small compact rig drilling 2000 meter holes of a well and making it work at $2 gas. He explained that although rigs were cheaper in China, the logistics, the costs of roads and access for trucks and pumps, gear and equipment, costs start to go up. It like a U.S. aircraft carrier, Mitchell compared with a drilling operation, you have 40 planes on deck but it takes 70 people to run it. Even in China, costs can go up when running these logistics. The deal with Pacific Asia China Energy involves reduced drilling costs and a 50/50 arrangement for income produced through the use of the Dymaxion technology in China. The joint venture company has exclusive use to this technology in the world s largest coal producing country, China.

How does Mitchell see business growing in China? Exponentially, he quickly replied. In China, there is a push to degasify their mines. There are some several thousand large mines, many with over one hundred million tons in reserves, and a lot of mines are being shut down because of degasification problems. In an earlier interview with the Tunaye Sai, president of Pacific Asia China Energy, he reported that every single coal company at a recent symposium approached both Mitchell and himself about the Dymaxion technology for China. Was that true? Very much so, Mitchell confirmed. Mine safety is now at the forefront of China and international observation. They re looking forward to international help and technology to come to China and fix these problems. They re looking at it from they want to sell coal, but they also want to sell gas. It worked well in Queensland and will apply to in China. That s why we see such a growth for Mitchell.

‘Fockers’ set to meet another weekend title

Friday, December 31, 2004

U.S. and Canada — With no new competition to speak of, last week’s Hollywood fare is set to once again dominate North American Box office receipts over the New Year holiday.

Of the new films opening this weekend, Lions Gate’s A Love Song for Bobby Long will have the widest release, playing in eight theatres in Los Angeles and New York. Other openers include ThinkFilm’s The Assassination of Richard Nixon, starring Sean Penn and Sony Pictures Classics William Shakespeare’s The Merchant of Venice with Al Pacino and Jeremy Irons, both of which will be playing in four venues in New York and Los Angeles.

To be considered in wide release, a film must open or play in at least 1,000 theatres throughout the U.S. and Canada. The lack of any new wide release competition Friday almost ensures that the last week’s slate of films will benefit at the box office.

The most likely contender for top-money maker is Universal Studios’ Meet the Fockers, the sequel to 200’s Meet the Parents starring Ben Stiller, Robert De Niro, Dustin Hoffman and Barbra Streisand. That movie raked in $44.7 million over the Christmas weekend and a total of #108.5 million as of Dec. 29, according to Box Office Mojo.

Fockers is being shown in 3,524 venues over the New Year weekend, six more than last week, making it the second-widest released film for the weekend. Only the Jim Carrey family comedy Lemony Snicket’s A Series of Unfortunate Events with 3,623 venues has a wider release.

Video of man tasered at Vancouver airport released

Thursday, November 15, 2007

A video showing a man being tasered by police and subsequently dying at the Vancouver International Airport has been released to the media. The cause of his death has not yet been determined.

Robert Dziekanski, 40, was immigrating from Pieszyce, Poland to live with his mother, Zofia Cisowski, in Kamloops, British Columbia. He did not clear customs at the airport for over eight hours and his mother was unable to locate him when she went to meet him at the airport. Since Dziekanski did not speak English airport security guards were unable to properly communicate with him. He started yelling at the airport staff because of this. He used chairs to prop open a door between a customs clearing area and a public lounge, he then threw a computer and threw a small table at a luggage section window.

He had calmed down and was standing with his hands at his side in the customs room until four Royal Canadian Mounted Police (RCMP) officers arrived and tasered the man, at least twice. Dziekanski began to convulse and was tasered a second time after falling to the ground, where the four officers pinned him down and handcuffed him. He screamed before he stopped moving. Paramedics arrived at the scene, but were unable to revive him and pronounced him dead.

Dziekanski’s mother had told him to wait in the luggage area where she would meet him, not realizing that this was inside the airport’s security zone, which was inaccessible to her. Arriving international passengers need to pass through customs first, before being able to meet people waiting to pick them up. His mother had tried in vain to get a message to him and eventually left the airport when told by airport staff that he wasn’t there.

Paul Pritchard, who had just arrived from China back to Victoria, shot a video of the incident and gave it to police. The police promised they would return the video within 48 hours. They gave him back his camera without the video.

Pritchard immediately hired a lawyer, held his own news conference, and threatened that he would take them to court to get it back.

CBC, CTV and Global television paid Pritchard several thousand dollars for the video, and he says he will use the money to take care of his father.

“It was against his [Pritchard’s father] wishes completely and my lawyer’s wishes as well. Profit is such an ugly word, and I hope people realize that it’s not a personal profit,” said Pritchard.

“I extend my heartfelt condolences to Mr. Dziekanski’s family, knowing that I could not hope to speak to the loss that they have suffered. I would also like to express my concerns for those people who were in any way touched by this extraordinary and tragic occurrence – our employees working that night, the various agencies involved, the emergency responders and the passengers who may have come across the scene,” Larry Berg, President and CEO of the Vancouver Airport Authority said on November 1.

According to a RCMP spokesman in Vancouver, the four officers involved in the case will testify in court under the coroners request, but it is expected to happen sometime next year.

Polish ambassador to Canada, Piotr Ogrodzinski, said “Mr. Dziekanski (was) a person who was agitated, frustrated, I think terrified, but not aggressive. He was not making a gesture that he intended to fight anybody” and “he didn’t know what to do. In fact, he was in search (of) help. That is why it is a really very sad and deeply moving film to watch.”

The incident is being investigated by the RCMP, the British Columbia Coroner’s Service, the Vancouver International Airport Authority, and the Commission for Public Complaints Against the RCMP.

Wikinews interviews candidate for Cleveland mayor Arthur Kostendt

Monday, June 14, 2021

Arthur Oliver Kostendt, a candidate running in the mayoral election of the US city of Cleveland, Ohio set to take place November 2, discussed his campaign and policies with Wikinews this spring.

According to Cleveland Scene, 29-year-old Kostendt is a member of the Cuyahoga County, Ohio Republican Party but has referred to his campaign as “casual”. According to his web site’s personal biography, he was a cadet for the Army Reserve Officers’ Training Corps (ROTC), scout platoon leader for the 2nd Squadron of the 107th Cavalry Regiment of the Ohio Army National Guard and logistics officer for the 1st Battalion of the 145th Armored Regiment. He served in Kuwait, Iraq, the United Arab Emirates and Saudi Arabia and assisted coalition force detachments in Southeast Asia.

Kostendt is a graduate of the University of Notre Dame and summa cum laude graduate of Cleveland State University. He writes he uses an apostrophe to abbreviate his middle name as “Arthur O’Kostendt” instead of the customary period after the O to emphasise his Irish heritage.

A poll published May 5 by Baldwin Wallace University, which does not feature Mr Kostendt, has Dennis Kucinich and Basheer Jones leading in the mayoral race by 17.8 and 13.3 points, respectively, with a margin of error of up to five per cent either way. 48% of those surveyed were undecided. Incumbent mayor Frank G. Jackson, who won the 2017 Cleveland mayoral election with 59% of the vote, is eligible for a fifth term but announced on May 6 he would retire.

Tax Debt Relief Offer In Compromise}

Tax Debt Relief – Offer in Compromise

by

Khmer Lee P. Lugod

Settling old taxes with the IRS is quite common these days. One of the best options is the Offer in Compromise but the process involving this option is really stringent. This tax debt relief agreement is usually the last resort because if the agency believes that you are capable of paying for the old taxes your application will be denied.

There are grounds that the IRS considers before such agreement can be accepted. If there are doubts surrounding the tax liability, the agreement can be approved. Aside from that, you can also qualify if there is doubt with regards to collectability. You must show the IRS that if you will be forced to pay the total amount of the tax liability, you will surely suffer from economic hardship.

Application will entail some fees and documents. You will be required to pay a fee of $150. You should also fill out the Form 656 and the Form 656-PPV. Once you submit these forms, you also need to pay for the initial payment.

If the IRS grants your application, all the future payments should be paid on time, and you also need to bring your voucher for the Offer in Compromise. Since the procedure can get really complex, a lot of taxpayers are discouraged to apply or even secure the forms. The forms can be obtained from the IRS website or from the tax software.

The Offer in Compromise is not a new debt relief option offered by the IRS. You must examine the grounds that serve as a basis for an application to be approved or disapproved. To ensure that youre doing the right thing, you need to consult a lawyer. You can use the internet to locate a reputable and experienced lawyer in your area.

Brazil’s Minas state stops sales of Toyota Corolla

Friday, April 23, 2010

Minas, one of the largest states of Brazil, has stopped the sale of the Toyota Corolla over safety concerns.

The move was made after nine Corolla customers reported that their cars automatically accelerated. The state public prosecutor’s office said in an online statement on Tuesday that the problem is blamed on accelerator pedals sticking underneath floor mats. Local government said the issue was “putting in danger the lives of occupants”.

According to the prosecutor’s office, sales of Corollas may resume when Toyota alters the floormats in its current models. Toyota has recalled over eight million vehicles worldwide due to acceleration problems.

Scottish artist Alan Davie dies at age 93

Tuesday, April 8, 2014

The death of Scottish artist Alan Davie was announced on Sunday. Davie, 93, was known for his colourful abstract paintings.

Davie’s career also saw turns as a jeweler, a jazz musician, a lecturer, and a poet. Born in Grangemouth, near Falkirk, in 1920, he studied painting from 1938 to 40 at Edinburgh College of Art.

It’s an urge, an intensity, a kind of sexual need

His father was a teacher who dabbled in art and his mother’s family was musically inclined. Upon seeing Coleman Hawkins performing in a music shop in Edinburgh, Davie borrowed £600 from his father to buy himself a saxophone. After serving in the Second World War, at which time he wrote much poetry later transcribed by his father, Davie toured with Scottish jazz bands.

Davie’s work was admired by the likes of Jackson Pollock, Mark Rothko and David Hockney. Davie himself collected non-Western art and liked tattoos, graffiti, and ‘outsider art’. His final interview before death, with The Telegraph, gave an insight into how he viewed art: “It’s an urge, an intensity, a kind of sexual need[…] something I do from an inner compulsion, that has to come out.”

He initially avoided painting as a career at all, then spent several years earning money by other means whilst his paintings failed to sell. His exhibitions in the late 1950s, however, were highly successful and launched his career. He was in the habit of choosing titles for his art only after completion.

Despite a strong presence owing to his lengthy red beard and off-beat humour, he was shy; his international fame waned. Recent years have seen a revival of interest with price increases for his early art. London alone is host to three exhibitions this month including at the Tate.

Tate Britain calls Davie “one of the first British artists after the war to develop an expressive form of abstraction” producing “kaleidoscopic canvases[…] that the artist relates to his love of jazz”.

Food with cancer-causing dye recalled in Britain

Saturday, April 30, 2005

The British Food Standards Agency (FSA) has announced a recall of foods containing banned dyes which increase the risk of cancer. The food products were sold at the Tesco, Waitrose, and Somerfield supermarkets.

A Bristol company called “Barts Spices” found the illegal Para Red substance in their Barts Ground Paprika, which was sold in 48g and 46g jars with a “Co-op” label. The batch codes on the affected products are 5032 and 5089 (expiration Dec 2007), and 5075 (expiration February 2007).

Tesco also found that their 130g package of BBQ rice cakes (expiration November and December 2005) contained both Para Red and Sudan I.

“It would be very prudent to assume that it could be a genotoxic carcinogen,” FSA scientific advisers told reporters.

“As a company committed to supplying only the very finest quality food ingredients, we took the immediate decision to withdraw our ground paprika spice from all outlets selling the product and advertised a product recall in the national press,” a Barts Spices spokesman said in a statement.

Sudan I is only authorized for industrial use to colorize petroleum products, such as shoe polish. Para Red and Sudan I are banned under the British Colours in Food Regulations of 1995.

Britain last went through a major food recall in February, when Worcester Sauce was found to contain chili powder dyed with Sudan 1.

Bbq Accessories And Necessities}

Submitted by: Paula Gerie

Charcoal briquettes? Sear grate? T-brush? Weber BBQ cover? Can somebody speak English please?! I bet this is what all of you BBQ beginners are thinking, is it not? As with everything else in life, there are accessories and necessities with everything, and a BBQ is no exception. However when there are so many companies offering you the same products at various prices, you genuinely do not know which way to turn, who to believe and where to purchase from. Are you being ripped off? Are you purchasing genuine products? How can you judge the quality of these accessories? Does the type of BBQ we use matter or is this personal choice? These are all questions we generally tend to ask ourselves when making new purchases or are first time buyers to something we have previously had no knowledge about. Weber Accessories Online can help you to make these all-important decisions.

Ok, it is time to put you out of your misery!

The type of BBQ you choose to use is entirely down to personal preference, however you will find people will take a liking to one over another; but the chances are that this decision would have been made as a result of personal experience. Many may lean more towards the Weber One Touch Premium BBQ 57cm. Charcoal is made available in small bags which are then positioned on the tray beneath the grill bars of the BBQ. Surprisingly, the bag, as is, needs to be set alight. This allows the coal to burn consistently and takes up to twenty minutes for the grill to heat to the sought after temperature. The advantage of this is there is very little mess when firing the BBQ up and is not at all complicated, making it simple enough for anyone to do.

Unfortunately yes unfortunately, there is an extensive range of accessories and equipment needed to make your BBQ an ultimate success. Even more frustrating is that different occasions and different meals, yes you guessed it, requires completely different equipment! Oh, joy. Due to the different kinds of BBQs available on the market, regardless of which one you may opt to purchase all BBQs will essentially require a hood, windshield and a spit, none of which actually affect the general running of the BBQ; lets all cheer at once!

Whats next you ask? Fire! And no, not for the fireplace in the sitting room! Currently, coal is the most common type of fuel used to start up a BBQ. The charcoal is available in a variety of formations; briquettes which are more efficient for use or lumpwood which is the cheaper option. However, if you are operating a much larger BBQ, hardwood is generally used for firing these up; unfortunately hardwood is not the most practical for commercial BBQ brands.

Now, if you are new to the world of barbequing, it will most certainly benefit you to know that using utensils with extremely long handles are the way forward in life. These instruments are essential for tending to the food. When having to flip the food from side to side, utensils with long handles will provide a safe distance between yourself and the heat; not the most fashionable accessory at the moment, but a set of gloves will also provide added protection against busy flames. Skewers on the other hand are ideal for cooking kebabs; flat skewers however will be most appropriate as they are able to completely rotate the meat and vegetables.

About the Author: An avid BBQ and outdoor grill specialist; Paula has dealt with varieties of high quality barbeques including

weber BBQs

and a range of BBQ accesories. Paula possesses years of experience and can advise on anything and everything from tools to first time BBQ tips.
