Brazilian Vote Buying parliamentary commission present first joint preliminary report

Brazil —The Post Office and Vote Buying parliamentary commissions of investigation unanimously approved on Thursday (1) their first joint preliminary report of activities. The text was prepared by their redactors, Osmar Serraglio (PMDB) and Ibrahim Abi-Ackel (PP), from Post Office and Vote Buying commissions respectively.

The deputies cited in the report are: Carlos Rodrigues (PLRJ), José Janene (PP-PR), Pedro Correia (PP-PE), Pedro Henry (PP-MS), Sandro Mabel (PL-GO), João Magno (PTMG), João Paulo Cunha (PT-SP), José Borba (PMDB-PR), Josias Gomes da Silva (PT-BA), Paulo Rocha (PT-BA), Professor Luizinho (PT-SP), Romeu Queiroz (PTB-MG), Vadão Gomes (PP-SP), Vanderval Santos (PL-SP), José Mentor (PT-SP), Roberto Brant (PFL-MG), José Dirceu (PT-SP) and Roberto Jefferson (PTB-RJ).

The report indicts 18 Brazilian deputies and the former deputy Valdemar Costa Neto [who resigned on August 1]. They are accused of illegal campaign finance activities, of placing cronies in strategic positions in government enterprises and getting kickbacks from them, and of receiving cash payments in exchange for voting in line with the government in the Brazilian Congress.

The redactors called the allegation made by some parliamentarians that the resources were used to settle debts with electoral campaigns a “lame excuse”. According to them it is “perfectly plausible” that the loans taken by the businessman Marcos Valerio at the Banco Rural and the BMG for the ruling Workers’ Party (PT) were false and created to make the illegal funds seem legal.

In regards to the denunciations done by deputy Roberto Jefferson (PTB) the report says:

 • Everything which he said that could be investigated showed to be true, including confessions against himself .
 • Everything that must be compared to other testimonies showed a great degree of truth. As a matter of fact, all of who, hurriedly, questioned him, saw their defenses collapse, before the successive discoveries.

According to the report, the businessman Marcos Valério is a not reliable person because of his contraditory testmonies.

The report says that several documents were identified and reviewed proving that large sums of money were withdrawn from agencies of the Rural Bank, in Brasilia and Belo Horizonte, as well as from bank accounts of the enterprises SMPB and DNA Propaganda. According to the documents the beneficiaries were federal deputies who received the money in person or through relatives, advisers, or persons nominated by Marcos Valério.

The report affirms that it is possible that some payments were made on a monthly basis, and others more or less frequently. Nevertheless, according to the report the periodicity of the payments is the less important fact.

U.S. Senate majority goes to Democrats

Friday, November 10, 2006

George Allen, incumbent Republican Senator from Virginia, conceded the state’s mid-term election to Democratic challenger Jim Webb on Thursday. Democrats have now gained the six seats needed by the party to hold majority control of the Senate.

“The people of Virginia have spoken, they have spoken in a closely divided voice. We have two 49ers,” Allen said during the afternoon press conference in Arlington. Allen garnered 49.25% of the vote, compared to the 49.55% who supported Webb. “I do not wish to cause more rancor by protracted litigation that would not, in my opinion, alter the results.”

The concession by Allen in traditionally Republican Virginia follows what were once prospects for an Allen 2008 presidential bid. An easy Allen re-election campaign to the Senate was expected, but what came was the Democrats ability to frame the election as a national referendum on the war in Iraq. Democrats may have succeeded nationally to draw on the issue of Iraq, but local politics were very much in play in Northern Virginia.

According to the Virginia Pilot, “Unofficial returns gave Democratic nominee Webb a 120,000-vote advantage over Allen in Northern Virginia’s eight localities. But Webb trailed badly across most of the rest of the state and would have decisively lost the election without his Northern Virginia support.” The margin by which Webb won was 9,000 votes.

Allen’s formulaic stance against tax increases, whether for highway taxes to improve congested northern highway and commuter corridors, or outright fiscal conservativism of all taxes in the face of a burgeoning national deficit, worked against him.

The state constitutional amendment banning recognition of same-sex marriage supported by Allen, but opposed by Webb and Governor Tim Kaine, and most Northern Virginians, worked against Allen in the election.

London Tube bombs went ‘bang bang bang, very close together’

Saturday, July 9, 2005

After a press conference in London from the Metropolitan Police and Transport for London, more details are emerging about the attacks in London on Thursday.

Data from the Underground system’s power and control systems have revealed that all three bombs went off within 50 seconds of each other, at 8.50am, with the managing director of Transport for London, Tim O’Toole saying the bombs went “bang bang bang, very close together”.

The first bomb to detonate was on the Liverpool Street train soon after it left for Aldgate on the Circle line, seconds before the others. The blast tripped out the power system, visible in the control room. The first call the police received that morning reported “a bang” at Aldgate East, coming within a minute of the blast.

The Edgware Road train, leaving for Paddington and also on the Circle, exploded opposite a train coming from the other direction, making people think at first that it was a derailment. The first call to the Police spoke not of an explosion, but of a person falling under the wheels of the train. The confirmation of a bomb did not come until 9.17am, but by that time the emergency services were already on scene.

Transport for London’s new TrackerNet software is fully opertational on the Circle line, which allows for precise tracking of trains, but is not yet fully installed on the Piccadilly line. The first indication of the Piccadilly line bomb was when the tunnel telephone system wires were cut by the blast, an event logged by other software. The cutting of the lines then tripped out the track current. The tunnel itself suffered only slight damage and is safe, but the train – which was packed with commuters heading for Russell Square – is very badly damaged.

London Underground declared a ‘code Amber’ within minutes, moving trains to platforms and opening all doors. A ‘code Red’ – full evacuation – was set at around 9.15am. O’Toole described the decision to evacuate as being “very grave, not taken lightly”. When questioned as to whether everything possible had been done on the day to save lives, the managing director of Transport for London was “very proud” of the choices made that morning.

As investigations continue, all bodies have been removed from the sub-surface Circle line trains, but the carriages themselves are still in situ while a painstaking forensic investigation takes place.

Currently, work is on-going to retrieve bodies and forensic evidence from the carriage of the train in the deep tunnel of the Piccadilly line near King’s Cross. Teams of rescue workers looking for human remains are working alongside forensics experts in a “meticulous” search to find evidence.

Conditions are described as being very difficult, with high temperatures and lots of dust. Work was halted over Friday night when conditions became too bad, and resumed this morning. Efforts have been made to improve the ventilation.

Work will continue throughout tonight and possibly into Sunday. The exact number of bodies still in the wrecked carriage is unknown.

Access from King’s Cross is impossible, so workers are taking the longer route from Russell Square station to get to the front of the train.

Police have revealed that the bombs were ‘high explosives’ – not homemade. However they are declining to be specific about their composition as the information could be useful when they interrogate suspects.

Police will not confirm or deny if any parts of a timer have been found, but have said that “any device will now be in a million pieces”. Police believe the use of timers more likely than suicide bombings as the blasts were so closely timed, but are not ruling out anything.

What You Need To Know When Hiring A Look Alike Or Impersonator}

Submitted by: Daniel Bruening

Dont you wish you could have some big celebrity show up at your next event to perform, give a speech, or just hang out with your guests to take photos and sign autographs? Dont you wish you had the event budget to allow for that? Lets face it; some of todays biggest celebrities are getting over $100,000.00 for personal appearances. Others get less but are still priced over $20,000.00 most of the time.

Thats where celebrity look alikes and impersonators come in handy. For just about every celebrity you can think of there is a professional impersonator available for hire. Professional impersonators work at all kinds of events throughout the year; Conventions, Concerts, Store Openings, TV and Radio Promotions, Weddings, Anniversaries, Birthdays, House Parties, if you can think of an event, a professional impersonator has done it somewhere at some point in time.

If this sounds like something youd like to do for your next party or event, there are some things you should know.

First, there isnt a Brad Pitt or Michael Jackson hanging out on every corner in every town. Just because somebody can do the moonwalk and dance like Mike, doesnt make them a professional impersonator.

You will probably have to contact a Talent Agency, like The Images Agency, that handles professional impersonators. Most impersonator agencies have contact with many impersonators of a particular celebrity throughout the country. The talent agent can help you select the right impersonator of the celebrity you are looking for. Agents have knowledge of the impersonators that are available closest to the city that your event will be in.

You should have an idea what you want the impersonator to do at your event. Do you want them to meet and greet with your guests? Do you want them to sing a song or two, or do you want an entire concert? Do you want them to have fun with a guest of honor? All this is information that your talent agent can use to select the right impersonator for your event.

Also you should have a budget in mind of how much you want to spend on the impersonator. Again, remember that these are professionals. I cant tell you how many times a potential client says to me, Well, I only want them to come in and sing a song and take a picture or two, then they can leave. Folks, this isnt a singing telegram, please dont confuse a professional impersonator with a telegram. A professional impersonator usually books out by the hour or by performance. While, yes, sometimes an impersonator may show up at a party and only sing one or two songs, but then they will spend the rest of the time mingling with your guests and making the party fun. Impersonators spend a lot of time perfecting their look, speech, and behaviors of the celebrity they are impersonating. For this they get paid very well.

When budgeting for a professional impersonator I always suggest that you think thousands not hundreds of dollars. Sure, impersonators are less expensive than the celebrity himself, but they dont work for peanuts either. They dont have to; there is plenty of demand across the country to keep these professionals working on a regular basis. Sometimes getting a specific impersonator on a specific date can be difficult due to demand.

For a professional look alike doing a meet and greet, the appearance fee is typically between $1000.00 and $5000.00. Sometimes you can get lucky and one will be nearby or in route and looking to fill an empty date, then you can maybe get one between $500.00 and $1000.00, but this is a very rare occurrence.

Appearance fees for impersonators that do shows or concerts with live bands can reach over $10,000.00.

That covers the appearance fee, but there is still more to consider when budgeting for your impersonator. You have to get them to your event. Remember when I said that there isnt an impersonator on every corner of every town. You need to budget for air, hotel and ground transport of your impersonator. Sometimes you can get lucky and your specific celebrity might be available within 100 miles of your event. Then the impersonator will likely drive to your event and only request gas money or sometimes will just take their appearance fee and not charge you for travel. This does happen, but it is very rare.

Always figure between $500.00 and $1500.00 extra for air, hotel and ground transport. This always depends on the airlines fee and flight schedule and the time of your event. Just an example; I had a client in Tallahassee, FL that wanted to hire an act based in Los Angeles. The clients event was at 8pm, Florida time. The first AM flights out of LA were around 6AM to 7AM. Because of the time zones and the clients event location, most flights didnt reach Tallahassee until 7:30pm. One did get in at 5:10pm, but to get that flight the air and hotel package fee was $1200.00, and that didnt include a rental car.

Additional budget items to consider for your impersonator.

Most impersonators are rushing from gig to gig, airport to hotel etc. They rarely have time to stop for a meal. So you should always plan on feeding your impersonator before or after their appearance.

If they are going to sing, you are going to need a professional sound system with a CD player and a microphone. This isnt a telegram; they are not going to arrive with a boom box. Its always best to have a DJ at your event, and then you can have the impersonator sing over the DJs sound system. If youre not going to have a DJ then you will have to rent a sound system, this will usually cost between $250.00 and $500.00.

Now, if you are hiring an impersonator to give a concert type performance, with a live band, thats a whole new ball game. You will have to provide air, hotel and ground transport for the entire band and their support staff, (usually one or two extra people). Depending on the timing of the event, you may need to pay for 2 nights at the hotel instead of just one, and some performers request per diem pay for the extra day.

You will have to provide staging, sound, lights and backline gear. A lot of talent agents, like The Images Agency, can arrange all of this for you and give you an all inclusive quote for the entire show. However, this is still extra in addition to the appearance fee.

In most cities, basic sound and lights for a live band in an average room will run about $1000.00 to $2000.00. However, recently I got a quote in Las Vegas that was in excess of $6000.00. This is something you need to keep in mind when planning your event budget.

Backline usually needs to be provided for impersonators performing with a live band. Backline includes things like Drum Kits, Keyboards, and Guitar Amplifiers etc. Musicians all have their favorite gear that they use for their performance and it is your job to get the exact gear that they request.

All the sound, light and backline requirements are outlined in what is known as a Technical Rider. If you are hiring an impersonator to perform a show, you should ask your agent for a copy of it. Your talent agent will likely have to contact the impersonator to get a current rider to send to you.

The Hospitality Rider is another item that you will have to budget for. This rider usually contains the hotel, air and ground transport requirements, but will also outline meal requirements. When you start dealing with a live band, you have to plan for each band members dietary needs. Some people are diabetic, some are vegetarians, and some have food allergies. Additionally there are dressing room requirements; how many towels, how many bottles of water and other items that should or should not be in the dressing room. In some instances you may also be required to provide security for the impersonators crew. The Hospitality Rider will spell out all these details for you.

With performing impersonators, you will also have to be present hours before and after the event for load in, load out and sound check. When hiring an impersonator to give a show, the venue has to be available to the crew for about 8 to 12 hours in entirety, and you or your representative should plan on being available to assist the impersonators crew with their needs throughout the day.

Once you have budgeted for your impersonator, you are ready to contact your talent agent. The first thing your agent usually asks for is how much you plan on spending for the impersonator. This way the agent can weed out serious offers from looky loos.

Dont be shy about making an offer, it cant hurt. This helps the talent agent know which way to direct you. For instance, lets say you want a Michael Jackson impersonator for a private party, maybe to sing a song and do a meet and greet. You make an offer of $2500.00. This helps the talent agent decide which Michael will work for you. The talent agent can present a reasonable offer to the Michael he thinks is best, and try to negotiate within your budget. If more money would be needed the talent agent can then tell you to budget more money. However, if you needed a Michael Jackson for a stage performance, some of the top Michael shows are going between $15K and $30K at the moment.

Trust your impersonator agent to work with you to get you the best deal possible within your budget, after all thats their job.

Once you are in agreement on the terms the talent agent will book the impersonator for you and handle all the financial details. You will have to sign a contract to finalize the deal and forward a down payment to the talent agent. You usually pay the remaining balance due directly to the impersonator on the day of the event. Thats pretty much it, everything you needed to know about celebrity impersonators.

Prominent Texas attorney dead, just days following daughter’s suicide

Tuesday, December 6, 2016

Media reports indicate Brian Loncar, a prominent attorney based in Dallas, Texas was found unresponsive in a car outside his office Sunday morning.

Loncar was transported to a local hospital where he was pronounced dead a short time later. He was found in the front seat of his Rolls Royce Wraith. Loncar’s death occurred just two days following his teenage daughter’s memorial service. His daughter took her own life in late November.

Police are still investigating Loncar’s cause of death. Medical personnel surmised heart attack was the likely cause, according to Loncar’s son. In 2008 Loncar’s car was struck by a fire-rescue truck, seriously injuring him.

Loncar maintained eleven law offices stretching across Texas and his TV commercials featured an illustrated ‘strong arm’ pounding against steel, promising potential clients he’d help them gain compensation if they’d been injured in an accident. The law firm’s web site indicates they specialize in all types of vehicle accidents and various types of wrongful death cases.

British white paper on public health

Wednesday, November 17, 2004

ENGLAND — UK Health Secretary John Reid has proposed widespread legislative and health care changes in a new white paper on public health released Tuesday. Titled “Choosing Health”, the paper details government plans to restrict smoking in public places, limit ‘junk food‘ advertisements to children, make available “lifestyle trainers”, campaign against sexually transmitted diseases and tobacco, and improve food labelling.

The white paper comes after extensive public comment that involved 150,000 people.

Smoking would be restricted in enclosed public spaces, restaurants, workplaces, and some pubs. The ban would be enacted gradually, affecting government and NHS buildings in 2006, enclosed public places in 2007, and private property in 2008. Permanent exemption would be granted to pubs that do not serve prepared food — though not at the bar — as well as private clubs, a decision that has provoked some to call the measure incomplete. Up to 90% of pubs are expected to be affected. The Scottish executive proposed a complete ban on smoking in enclosed public places last week, and Ireland has already banned smoking in pubs and restaurants.

Food advertisements targeted to children would be banned until 9pm, under the White Paper’s proposals. The restriction is a measure to tackle rising rates of childhood obesity. The government also intends to develop voluntary standards on food and drink advertisements to children with industry, only threatening legislation if an acceptable standard is not reached by 2007. Additionally, low income families would receive vouchers for fresh fruit, vegetables, milk, and infant formula. School lunches would also be held to stricter nutritional standards. Reid has warned that unless childhood obesity is tackled, “we face the prospect of children having shorter life expectancy than their parents”.

Food labelling would also be improved, with a “traffic light” system implemented. Packaged food would be evaluated based on its fat, sugar, and salt content.

The paper is unusual for suggesting a more holistic approach to health care, offering for the first time “lifestyle trainers.” The National Health Service would be funding with an additional £1bn to make people’s overall lives healthier, which is expected to save £30bn in preventable illness.

The paper additionally makes mention of reducing accidents, which affected 2.7m people last year and is a leading cause of child death, curb binge drinking, and reduce substance abuse among youths.

The paper has been criticized by many parties. The Tory Shadow Health Secretary has criticized the Labour government’s comprehensiveness and creation of a “new nanny state approach”. He has additionally described it as “gimmicks”. The Liberal Democrats have accused the government of not being comprehensive enough. It has also been criticized by the British Medical Association as being implemented too slowly, saying “When lives need saving, doctors act immediately”.

Mr. Reid has argued against the nanny state label, saying “In a free society, men and women ultimately have the right within the law to choose their own lifestyle, even when it may damage their own health. But people do not have the right to damage the health of others, or to impose an intolerable degree of inconvenience or nuisance on others … This is a sensible solution which balances the protection of the majority with the personal freedom of the minority in England”.

The full white paper “Choosing Health” can be read here.

Stuttering And Speech Therapy Ideas

Stuttering (or stammering) is a voice disfluency, a speech disorder. When a person stutters, the normal flow of speech is disrupted by repetitions and/or prolongations of voice sounds. Frequently, an individual is also unable to start a word.

Child stuttering, toddler stuttering and adult stuttering are themes being studied by many scientists and speech specialists all around the world. The Stuttering Foundation of America, the National Stuttering Association, the National Center for Stuttering and individual speech therapists in general are all investigating why people stutter and finding effective and fast speech therapies.

Nevertheless, even though scientists have several theories and suspect a variety of causes for stuttering, the precise mechanisms causing this disability (also called stammering) are not understood. Some believe that many forms have genetic origins.

A common form of stuttering is neurogenic. Neurogenic stuttering arise from signal problems between the brain and nerves or muscles. In neurogenic stuttering, the brain is unable to adequately coordinate the different components of speech mechanism.

The disruptions of speech may be accompanied by tremors of the lips and/or jaw, rapid eye blinks and other movements. This disorder commonly becomes more severe when speaking in front of a group of people or on the phone. On the other hand, speaking alone and singing might generally improve it or disappear completely.

Over three million Americans stutter. Stuttering affects all ages, but most frequently, children between the ages of 2 and 6 are the most affected. Preschool and toddler stuttering are especially affected while they are developing their language. When they grow up, most of them improve or cure. One percent or less of adults stutters.

Many famous people stutter. Marilyn Monroe, Bruce Willis, Winston Churchill and Mel Tillis are only a few whose success was not impeded by stuttering. Their speech language issue did not stop them to excel and express themselves magnificently.

With these encoraging news about famous people succeeding in spite of their common issue, I end part 1 of these series of articles. Much more information can be found at a site dedicated to stuttering problems and resources, as well as a library of speech language pathology.

This is the end of Part 1 of Stuttering and speech therapy ideas. On next chapters I will be writing about different and effective therapies developed lately by researchers on the field of stammering or speech language pathology.

Scottish nurse loses appeal in murders of four patients in England

Tuesday, December 22, 2009

A man from Scotland who killed four elderly women and attempted to murder a fifth while working as a nurse in England has lost his appeal. Colin Norris, 33, from Glasgow, gave his victims overdoses of insulin which sent them into comas.

Norris, who was struck off the nursing register following his convictions, was convicted in March last year of murdering Doris Ludlam, 80, Bridget Bourke, 88, Irene Crookes, 79, and Ethel Hall, 86, as well as the attempted murder of 90-year-old Vera Wilby. Only Wilby ever awoke from her coma. He was convicted by a majority verdict at Newcastle Crown Court and sentenced to thirty years to life in prison.

William Clegg QC, defending, told the Court of Appeal in London that the deaths at the General Infirmary and St James’s Hospital in Leeds could have been caused by “severe spontaneous hypoglycaemia” causing “naturally raised insulin levels” in the patients. He said this possibility had never been properly investigated.

Clegg also challenged Mr Justice Griffith Williams’ summing up to the jury in the original trial. However, having also heard arguments from the prosecution, given by Robert Smith QC, the panel of judges did not agree. Lord Justice Aikens stated that the judges directions “cannot validly be criticised” and went on: “We reject both grounds of appeal. The case against the appellant was very strong indeed. We are quite satisfied that the convictions… on all five counts were safe. The appeal is dismissed.”

Suspected serial killer appears in British court

Friday, May 28, 2010

A man accused of being a serial killer has appeared in Bradford magistrates court in West Yorkshire today charged with three counts of murder. 40-year-old Stephen Griffiths is accused of killing Suzanne Blamires, 36, Susan Rushworth, 43, and Shelley Armitage, 31, all prostitutes.

Griffiths, a former van driver with a degree in psychology and studying for a PhD in criminology, gave his name as “Crossbow Cannibal” when asked. He has been in police custody since Monday when police were alerted to a CCTV recording that appeared to show a murder.

A caretaker had been reviewing footage from the flats where Griffiths lives when he saw footage of a woman and a man enter a flat early on Saturday morning. Two minutes later, she ran out and was followed by the man, who beat her to the ground and shot her in the head with a crossbow. Over the course of the weekend, the man was seen several times with bin bags and a rucksack.

On Tuesday, the day after the arrest of Griffiths, Blamires’ remains were found in the River Aire in nearby Shipley. She had been cut into several pieces and her head was located in a rucksack. Police continue to search for the other two alleged victims; Rushworth has been missing since June last year and Armitage vanished in April.

Police have searched much of Bradford’s red-light district, where Griffiths’ third-floor flat is located. Forensic investigations at the flat are expected to last around three weeks. There are plans to search landfill sites for bodies, and police may yet expand the inquiry to cover three more cold cases, although at present they have not been linked to the current inquiry.

Sniffer dogs have been used throughout the city, and police have been taking away plastic evidence bags. Some alleyways remain closed off. Police charged their suspect yesterday.

Griffiths was known as “the lizard man” in his block of flats owing to his habit of walking his two pet monitor lizards in the area. One neighbour is reported to have quoted him as saying he was studying for “a PhD in murder and Jack the Ripper,” and he has spent time in a high-security psychiatric hospital. During his five-minute court appearance he did not enter a plea, kept his head bowed and fidgeted with his cuffed hands. He said “Here, I guess,” when asked for his address.

As he stood in the glass-fronted dock, guarded by three security officers, he was watched by the families of Rushworth and Armitage, who were accompanied by police family liaison officers. Blamires’ family chose not to be present, but the victim’s mother Nicky Blamires, 54, has told the press that Suzanne was a “much-loved” family member even though she “went down the wrong path and did not have the life she was meant to have.” “Nobody deserves this,” she said. “All these girls were human beings and people’s daughters.”

Griffiths’ morning court appearance was followed by a second one this afternoon, at Bradford Crown Court. This time, he confirmed his name without incident. He was remanded into custody until next month, when he will appear in court again.

British media has been quick to compare the case to Peter Sutcliffe, dubbed the “Yorkshire Ripper”. Sutcliffe was a Bradford killer responsible for thirteen murders and seven attempted murders, including several prostitutes. Since his 1981 conviction he has spent most of the last three decades in Broadmoor high-security psychiatric hospital near London.

Total evacuation of New Orleans planned

Wednesday, August 31, 2005

A state of emergency has been enacted in New Orleans in the U.S. state of Louisiana today, after the devastating Hurricane Katrina made landfall on Monday. There were earlier erroneous reports by the news media that martial law had been imposed. Mayor Ray Nagin fears that there may be “thousands” of fatalities in his city alone.

Many hospital staff are struggling without power and supplies. As many as 2,500 patients from hospitals in Orleans Parish were to be evacuated, according to US Health and Human Services Secretary Mike Leavitt, but where they could be sent was still uncertain.

Looters are roaming the city and have already ransacked the city’s upscale shopping district on Canal Street. They have been seen on news reports carrying huge bags of stolen goods. Governor Kathleen Blanco announced plans to completely shut down New Orleans and move everybody left there out of the area. A rescue helicopter was shot at, temporarily halting all rescue operations.

Former mayor Marc Morial summed up his view by saying; “We’ve lost our city, I fear it’s potentially like Pompeii.”

Two of the city’s levees on Lake Ponchartrain failed; one with a football-field size breach.Emergency workers dropped sandbags from helicopters into the levee’s breaches, but the water kept coming.

“It appears that now the bowl is beginning to fill — not rapidly but slowly,” said Walter Maestri, an emergency operations manager. New floods swept through the center of New Orleans and water now covers 80 percent of the city with broken gas lines feeding raging fires. In some locations the water is now at a depth of 20 feet (six meters).

The famous French Quarter, initially less affected by flooding, finally also succumbed.

“Get out of town if you can.” said Ed Freytag, a city worker at the temporary City Hall complex. “We’re damn close right now to that worst-case scenario,” said Dave Cohen, a local radio host.

For those that were staying in the Superdome, officials have begun moving them to the long-vacant Astrodome in Houston, Texas.
